The one rule that explains everything
FEMA funds states, not homeowners. You can't apply to FEMA directly. Money flows from FEMA's Hazard Mitigation Assistance program to states, which either run a rebate program or pass it to counties. In states with no program, you access it through your State Hazard Mitigation Officer. That's why availability is so uneven — and why this page exists.
